Why is Joelma Building fire said to be haunted?

On February 1, 1974, a faulty air conditioning unit sparked a fire in São Paulo's 25-story Joelma Building, then packed with roughly 800 people. Flammable interior materials let flames spread within minutes, and by the time it was over 179 people had died, many trapped above the 15th floor, higher than firefighters' ladders could reach. Some locals trace the tragedy to an older curse: the land had previously held a 'pelourinho' where slaves and criminals were once publicly tortured, and in 1948 three women were murdered in a house on the same site. Since the fire, workers and visitors have reported parked cars flashing their headlights on their own outside the building, unexplained shadows moving through the stairwells, elevators malfunctioning without cause, and fire alarms sounding with no fire in sight — phenomena concentrated, people say, on the upper floors the rescuers could never reach.
