Why is Camp Chase said to be haunted?

Camp Chase opened in Columbus, Ohio, in May 1861 as a Union training camp and later held thousands of Confederate prisoners of war; more than 2,260 of them are buried in the Camp Chase Confederate Cemetery that survives today in the city's Hilltop neighborhood, while the rest of the camp was long since built over. The cemetery's enduring legend is the 'Lady in Grey,' a woman in old-fashioned mourning dress reported wandering among the headstones, most often near the grave of a Confederate soldier named Benjamin Allen. Cemetery caretakers over the decades have described flowers appearing overnight on graves with no visitor recorded, and a sobbing figure seen from a distance who disappears when approached. Locals have told the story so consistently since at least the early twentieth century that the cemetery gates carry a small plaque acknowledging the legend.
