Why is Fort Delaware said to be haunted?

Built on marshy Pea Patch Island in the Delaware River and designed by engineer Joseph Gilbert Totten, Fort Delaware became one of the Union's largest and deadliest prisoner-of-war camps during the Civil War, holding as many as 12,500 Confederate prisoners at its peak. Overcrowding, contaminated water, and outbreaks of dysentery and smallpox killed an estimated 2,500 to 3,000 prisoners between 1862 and 1865, most buried in mass graves across the river at Finn's Point. Reenactors and park staff who work the island today report disembodied voices and moans from the casemates, cold spots in the old prison wards, and the sound of chains dragging on stone floors after visiting hours end. The fort's grim mortality rate and the sheer number of men who died within its walls have made it one of the most consistently reported haunted Civil War sites on the East Coast.
