Why is Cutts–Madison House said to be haunted?

Dolley Madison, one of early Washington's most beloved hostesses, spent her last years at this Federal-style house on H Street overlooking Lafayette Square, from 1837 until her death in 1849. Since the late nineteenth century, visitors and passersby have reported seeing a woman seated in a rocking chair on the house's side porch, and more than one has been certain, in the moment, that they were looking at Dolley herself. Witnesses say the chair has been seen rocking with no one in it, and that her presence is usually gentle — she was, after all, famous in life for her hospitality — though one account describes her spirit startling two workmen badly enough to send them running. Sightings are often paired with the scent of lilacs, reportedly her favorite flower, and similar apparitions attributed to Dolley have been reported at the nearby Octagon House and even inside the White House, where she lived sixteen years as First Lady.
